2025 Clifford Scholar-in-Residence at DePaul University College of Law Announced

Andrew HammondDePaul University College of Law has announced that Andrew Hammond, an associate professor at Indiana University Maurer School of Law, has been named the 2025 Clifford Scholar-in-Residence. A committee of leading civil justice faculty examined the work of professors nationwide who have contributed to the field of tort law and chose Hammond as the national “rising star” in civil justice and this year’s Scholar. Professor Hammond writes and teaches in the areas of administrative law, civil procedure, and poverty law.

As Scholar-in-Residence, Professor Hammond will present on “State Courts and Welfare Administration ” on April 2, 2025. Helen Hershkoff, the Herbert M. and Svetlana Wachtell Professor of Constitutional Law & Civil Liberties and Co-Director of the Arthur Garfield Hays Civil Liberties Program, New York University School of Law, will accompany him as commentator.

Professor Hammond will examine whether state courts provide effective oversight of these agencies, using the administration of the two largest anti-poverty programs in the United States—Medicaid and SNAP (formerly food stamps)—as a case study. He will explore how state courts handle appeals from unrepresented claimants, adjudicate actions brought by states regarding alleged overpayments, and resolve disputes between states and third-party providers. His scholarship focuses on how agencies, courts, and legislatures respond to poor people’s claims. His articles have appeared in or are forthcoming in the California Law Review, Georgetown Law Journal, Michigan Law Review, Northwestern University Law Revie,w and Yale Law Journal, among other publications.

The free program will be held at the DePaul Center, Room 8005, 1 E. Jackson Blvd., Chicago, from 3-4:15 p.m. In-person seating is limited. The program also is offered live online. It has been approved for 1.25 hours of general or professional responsibility CLE credit. A reception will follow.

This fifth-annual scholar residency complements the annual Clifford Symposium on Tort Law & Social Policy, which has, for more than three decades, brought together civil justice scholars to share their ideas and publish their work. It continues the tradition of developing up-and-coming civil justice scholars. Both programs are made possible through the generosity of alumnus Robert A. Clifford and the support of Clifford Law Offices.
